A NOTE FROM THE CITY TREASURER:
Standard and Poor’s Ratings Services recently raised the City of West Chicago’s general obligation credit rating two tiers, from AA- to AA+. The improvement in West Chicago’s credit rating is a direct result of West Chicago’s strong financial policies, supported by good management practices. As stewards of taxpayers’ dollars, the City Council, Finance Committee, staff and I have worked hard over the years to adopt and adhere to policies that advocate conservative financial planning, as well as to closely monitor annual revenues and expenditures to ensure the organization is operating responsibly in this difficult economic climate. In the coming months, the City may be refunding the bonds it sold in 2002 to finance the construction of the water treatment plant, and our customers should reap the benefits from this improved credit rating through a lower interest rate.
The City Treasurer is an elected official whose responsibilities and duties include chairing the Finance Committee, reporting to the City Council on the status of the City's finances and ensuring that the public's tax dollars are invested properly.

Donald Earley serves as the City Treasurer and Chairman of the Finance Committee. The former Mathematics instructor is a graduate of Elmhurst College and Northern Illinois University. He is active in the Lion’s Club, Knights of Columbus and Illinois Association of Park Districts. “I feel strongly about bringing development to West Chicago that will be an economic enhancement for the City as well as improving the quality of life.”
